Brougham and Vaux (Brom änd Wacks). Henry. Baron de, geb. 1779 zu Edinburgh, Jurist, trat 1810 in das Unterhaus und wurde bald der erste Redner der Whigs gegen die damals herrschenden Torys. Besonderen Ruf erwarb er sich durch seine Vertheidigung der Königin Karoline 1821. nebenher war er immer als Advocat vor den Gerichtsschranken zu treffen, wenn der Proceß Parteitendenzen zu fördern versprach. Gleichzeitig war er der Sprecher für den Volksunterricht, stiftete die Gesellschaft zur Verbreitung nützlicher Kenntnisse, veranlaßte die Gründung von Privatinstituten und wirkte auf die öffentliche Meinung durch seine Theilnahme an der Edinburgh review. 1830 wurde er Lordkanzler in dem Reformministerium, zerfiel aber mit seiner eigenen Partei, trat mit den Whigs 1834 aus und wurde 1835 in das neue Kabinet nicht mehr aufgenommen. Seitdem steht er isolirt und hat durch launische, auch grundsatzlose Opposition allen Einfluß als Staatsmann verloren. nur der einer jurist. Größe ist ihm geblieben. Seine »Staatsmänner der Zeit Georgs III.«, sowie »Leben der Männer der Gelehrsamkeit und Wissenschaft zur Zeit Georgs III.« etc. haben ihm keinen schriftstellerischen Ruhm erworben.
